薛涛受邀在香港城市大学绿色论坛主题发言介绍ppp

6月下旬,香港城市大学举办了“中国绿色增长的协同机制与效应”论坛。该论坛以“中国绿色增长的协同机制与效应”为主题,具体包括空气污染控制和中国低碳发展两个议题。

该论坛为期一天,上午围绕“空气污染防治的协同机制与效应”专家、政府官员、学者发表了相关意见,具体内容包括:1、循证、包容性的决策机制在空气污染防治方面的运用; 2、跨界空气污染防治的成功经验和面临的挑战; 3、政府与社会资本合作开展空气污染防治所面临的机遇和挑战; 4、大数据背景下,下一代环境监测、报告和执法与守法所面临的机遇和挑战。下午主要从“低碳发展的协同机制与效应”展开演讲和讨论。具体包括1、循证、包容性的决策机制在低碳发展方面的运用;2、控制煤炭消费和/或采用替代能源的成功经验和面临的挑战;3、政府与社会资本合作实现低碳发展所面临的机遇和挑战;4、大数据背景下,低碳发展的信息需求和解决方案等内容。

论坛由香港城市大学主办,香港大学东亚哲学与比较哲学研究中心、环境保护部环境规划院、香港智慧城市联盟、清华大学香港和澳门的研究中心作为支持机构参与组织。

Abstract

This project aims to open a dialogue between policymakers, scientists, educators, and future environmental leaders on forming synergies in greening China’s growth. Sustainability solutions are realized via technological, social, and institutional innovations that are complementary to each other. China is facing tremendous challenges to formulate policies that are evidence-based, to diffuse national policies through different layers of administrative authorities that can tap into local knowledge, and to stimulate sustainability practices among the business community and the public. In this context, the project team will organize a one-day workshop to bring together policymakers at central and local levels, experts based in universities, think tanks, leaders on campus sustainability initiatives, and university students to share experiences learned and challenges encountered in forming synergies which address these pressing issues. Furthermore, the 13th Five-Year Plan is featured by evidence-based and participatory policymaking and implementation, rule of law, and development defined by economic growth, social improvement, and ecological civilization.  This workshop examine both past experiences and explore approaches for forming synergies in striving for those objectives. Hopefully, the workshop will help repair bridges of communication, enhance mutual understanding, and establish innovation commons for addressing pressing challenges faced by Hong Kong, the Pearl River Delta, China, and beyond.

Description of the workshop

The one day workshop is themed on forming synergies in (1) air pollution control and (2) low carbon development in China. The morning and afternoon sessions will be devoted to each theme, respectively. On each theme, panel presentation followed by roundtable discussion will be adopted for speakers to share their views and engage in dialogues with workshop participants.

Session 1: Forming synergies in air pollution prevention and control

This session is comprised of policymakers, practitioners and academics who will offer opinions on:

1.  Adopting evidence-based and inclusive policymaking for air pollution prevention and air quality management;

2.   Success factors of trans-boundary air pollution prevention and control;

3.   PPP in environmental monitoring and reporting;

4.   Environmental monitoring and reporting, enforcement and compliance assurance in the big data era. 

Session 2: Forming synergies in low carbon development

This session is comprised of policymakers, practitioners and academics who will offer opinions on:

1.Adopting evidence-based and inclusive policymaking for low carbon development;

2. Success factors of coal control and/or adoption of alternative energy;

3. PPP in low carbon development;

Information requirements of low carbon development and solutions in the big data era.
